State civilian service
State service in the Armed Forces of the Russian Federation is the essential instrument of national modernization related to economic and social development, stabilization of executive hierarchy, national security, creation of institutions of civil society and shaping of legal culture.
The main document dedicated to the state service in the Russian Federation is the Federal Law On state civilian service in the Russian Federation №79 of July 27, 2004. This law contains a number of crucial legal provisions that are innovative for Russian management practice.
Personnel selection is carried out on competitive basis to fill in civilian service vacancies; succession pool of Russian Ministry of Defense is formed.
Candidates accepted for civilian service and appointed to superior position with the purpose of their career development, are assessed based on validity check of provided personal and other data, and evaluation of income, property and liabilities information. In this respect the Central Information Analysis Center of the Ministry of Internal Affairs of the Russian Federation, Federal Tax Service, Federal Migration Service, Central Archive of the Ministry of Defense of the Russian Federation, Consolidated archive of educational system institutions are effectively cooperating.
There are approved qualifying required professional knowledge and skills necessary for professional duties to be performed by civilian employees.
Systemic evaluation of performance results of civilian employees is carried out via qualification exam and attestation, where efficiency criteria of the civilian employee are of the top priority. It also should be noted that today the requirements to the civilian employee’s level of theoretical knowledge, as well as his understanding of social, political and government processes have increased.
The preparation of personnel to become part of the state administration system continues, civilian employees are provided with additional professional education. Advanced training curriculum for civilian employees is corrected according to the focus and specialization of the coursework and considering the new legal basis.
The complex of organizational and practical measures aimed at reduction of corruption risks, prevention and avoidance of corruption-related offenses during the civilian service. Specifically, there are measures taken to ensure efficient operation of the commission on compliance with employee’s professional conduct requirements, to settle the conflict of interests, to improve communication with military prosecutor’s office, law and tax authorities, to arrange for cooperation with military control bodies of the Russian Ministry of Defense, to stimulate the duly performance of professional duties by civilian employees, and others.
The personnel management embeds to rule that lasting, impeccable and efficient performance of professional duties by civilian employee should necessarily be taken into he/she is appointed for superior position, awarded with a grade rank or rewarded. Rigorous compliance with requirements of existing legislation of the Russian Federation and consistent implementation of the above-mentioned measures are aimed at improving the management process in Russian Ministry of Defense’ activities in a certain field.
Thus, the mission of forming the modern state service with the optimal size, professional composition, and effective performance is being accomplished in the Armed Forces.
